Clothes have armor rating of 0 for the most part, so they never equip new clothes. The only way is reverse pickpocket to the desired NPC, but the apparel needs a superior armor value to the one they are wearing. At first blush, the system seems very much like Skyrim‘s, but with some enhancements. There are a few mods that can make this possible though.
